Puerto Plata is the north coast's biggest city and its biggest opportunity. Unlike Sosúa (second-home buyers) and Cabarete (active lifestyle buyers), Puerto Plata serves everyone — from $100k fixer-upper condos in Costambar up to $3M-plus private beachfront estates, with every point in between.
It's also the region's transportation hub. The Puerto Plata International Airport (POP) sits at the edge of the city with direct flights to the US, Canada, and Europe. The Amber Cove cruise port brings a steady stream of tourists and, increasingly, property lookers. The Santiago expressway connects to the country's second city in under 90 minutes. And the waterfront malecón, the San Felipe Fortress, and the amber museum give the city actual historical gravity that the resort towns to the east lack.

Costa Dorada — next door to Playa Dorada. Newer gated communities, more residential, growing quickly. Good balance of price and amenity access.
Costambar — a large established gated community west of the city. More affordable, more local character, strong long-term resident community. Where a lot of Canadian and European retirees actually live.
Cofresí — further west, home to Ocean World and some of the coast's highest-end hillside villas. Quieter, more exclusive, dramatic views.
Downtown Puerto Plata — the walkable historic core with the malecón, parks, and an increasingly curated restaurant scene. Not traditionally where expats buy, but increasingly where they should look.
Maimón / Amber Cove area — where the cruise port is. Emerging development, long-term investment play.
